Concert On The Wawona Hotel Lawn A Big Success
The Mariposa Yosemite Symphony Orchestra - Conductor Les Marsden - performed an Independence Day weekend concert for 300 people on the Wawona Hotel lawn after the traditional Holiday BBQ.
A great selection of music: Armed Forces Salute, “The Sea Hawk”, “Victory at Sea”, Themes from West Side Story, E.T., Empire Strikes Back, A Tribute to John Williams and others.

Yosemite Fire Season Has Begun
Yosemite National Park has declared fire season starting June 26, 2023 due to hotter and drier weather conditions. Fire season is officially enacted when fire danger rating indices for the park show Moderate for 3 consecutive days.
Residential pile burning within the park is not permitted during the fire season in accordance with Title 36, Code of Federal Regulations, Section 2.13(c)
Make sure to follow all fire rules and regulations when recreating and help prevent human caused wildfires by making sure your campfire is out cold when you leave by using the “drown, stir, and feel method.”
It is also important for local residents to complete the defensible space around their properties at the start of this fire season. Fire personnel will be conducting inspections within Yosemite throughout the fire season to ensure compliance.

Glacier Point Road Reopens
Glacier Point Road will be open weekends only starting July 1.
The road will be open:
-July 1 from 6 am through July 4 at 10 pm
-July 8 from 6 am through July 9 at 10 pm
Glacier Point Road will open seven days per week, 24 hours per day, starting July 15 at 6 am. Expect 30-minute delays, Monday through Friday, 6 am to 9 pm.
Parking at Glacier Point and throughout the park is limited. Arrive early in the morning to avoid long delays and full parking lots.
Services may be limited. Vault toilets will be available this weekend. Drinking water may not be available this weekend: be prepared with plenty of water.
Sections of trails in the Glacier Point Road area will still be wet and muddy, with snow persisting at the higher elevations (e.g., Ostrander Lake). If you want to go backpacking, wilderness permits are now available one week in advance (not the day before, as in the past). VACATION RENTAL PERMIT COUNTY TOWN HALL MEETING-WAWONA
The County hosted a Town Hall event at the Wawona Library on June 21, 2023 to present initial analysis and survey findings on the impact of short term or vacation rentals (STRs) on residents and businesses and gather further feedback from the community. The meeting was focused on the nexus between the reduction in the county’s supply of housing and the conversion of units to vacation rentals. It was the first of six Town Hall events scheduled on this topic with the last meeting scheduled at the Greeley Hill Red Cloud Library on June 27, 2023. County presenters included Dallin Kimble, County Administrative Officer, Ben Goger, Housing Development Specialist, Sarah Hughs, Planner II and a consultant, Bay Area Economics. Board of Supervisors’ Member for District 1, Rosemary Smallcombe participated in the Meeting. The County may post the power point on its website sometime in the future.
Background:
The October 4, 2022 Board of Supervisors meeting included an agenda report on the housing status in the County and the STR market and effect on the community. At this meeting the Board voted to direct staff to bring a regular ordinance placing a temporary moratorium on any new STR applications for a Board vote on October 18th Agenda and conduct a study to develop recommendations. (The moratorium ordinance was to exclude bed and breakfasts.) October 18 meeting minutes provide that the County executive withdrew the item and the Board commented that they did not want the ordinance to come back until the study was completed and Board vacancies filled. Subsequently the County executed a contract with Bay Area Economics and the County released a survey this spring.
Meeting:
The meeting was opened by Dallin Kimble and Bay Area Economics (BAE) was the lead presenter. In summary the presentation focused on the challenges of unprecedented housing market increases, catastrophic local wildfires, regulatory and other obstacles to new construction, and conversion of community housing stock to short-term vacation rentals (STRs).
It was stated several times that this is an ongoing discussion and direction item. The majority of the slides were survey results and County data and statistics on housing production, affordability, transitions to STR and research on how other cities and counties have regulated STRs including:
· The rapid increase in STRs over the last decade.
· Housing affordability and housing production over the last decade.
· STR's are an integral part of the Mariposa County economy, providing revenue for local property owners, entrepreneurs, retirees, and Mariposa County.
· Impacts of short-term rentals can be positive (e.g. providing additional income, increasing property values, reduced risk for property owners) and negative (e.g. increased noise, traffic, and/or trash in neighborhoods; fewer homes available for sale or rent; property values greater than what the average resident can afford).
· How several “peer” communities have responded with new regulations
o permit is discretionary not ministerial
o required public noticing
o enhanced nuisance enforcement
o ownership restrictions
o limiting the number
o waiting periods
During the presentation audience members asked questions and commented. One participant requested that the County please keep in mind SB SB-584 Labor Force Housing: Short-Term Rental Tax Law had easily passed out of the CA Senate and stood a good chance of becoming law, adding an additional 15%.fee on rental income. It was noted that the County burdens all rental income with 12% fee and taken together with the online platform fees, if SB 584 passed, guests could be faced with up to 40% in fees on the per night rental.

This morning - Monday, June 26 - I received a text at 9:12 that Curry Village parking is full. At 9:50, that all parking in the Valley is full. At 11:30, that East Yosemite Valley is closed except to vehicles with Valley reservations. Vehicles are being turned around near El Capitan. I just got another text now (12:00) that East Valley is open. Please only park in designated parking spaces and paved turnouts.

To help traffic flow like Yosemite Falls, especially on busy weekends, we strongly recommend that you arrive before mid-morning and pre-purchase your entrance pass to Yosemite online.
You are, of course, welcome to purchase your pass at an entrance station upon arrival, however, pre-purchasing it helps our friendly keepers of the gates get you on your way to your next adventure faster.
Visit https://www.recreation.gov/sitepass/74296 to select the pass type that suits you best, then print or download the digital pass. In the park, connectivity is limited, and you must be able to display your pass at any point.
Visiting Yosemite in a rental car and don’t know your license plate number? Fear not, you can select ‘rental car’ under car type on the online form.
While waiting in line, get your pass and ID out to show a ranger. Turn up the brightness of your screen to help them see the digital pass.

Prescribed Burn in Mariposa Grove
Yosemite Fire plans to begin ignitions on a 120-acre prescribed burn in the Mariposa Grove of Giant Sequoias in Yosemite National Park on Tuesday, June 20th. Two days of live firing operations followed by multiple days of patrol and mop-up for this prescribed burn are planned.
Prescribed burns like this one are performed frequently in the grove to promote sequoia regeneration and reduce heavy accumulations of vegetation. This reduction provides defensible space and significantly lessens the risk and impact of unplanned ignitions in and around the grove during the hot and dry summer season.
The Mariposa Grove’s shuttle service will be suspended, and the Mariposa Grove Road closed to foot traffic during some of the active firing operations due to safety concerns. During this time, the Washburn Trail will remain open to provide visitor hiking access to the grove. Visitors hiking the Washburn Trail may see active fire, smoke, firefighters, and firefighting equipment along the main road into the grove. The road will reopen when it is safe to do so.
Smoke will be visible in some parts of the Mariposa Grove during and after burning operations. Air quality information can be found online at https://fire.airnow.gov/

Fourth of July 2023 Festivities in Wawona
Fourth of July festivities in Wawona will kick off with the annual parade! Please consider decorating a car/float/bike/one wheel/golf cart/equine (or yourself) and join us around 10 AM on the 4th at the Stables to get the tiniest bit organized. Parade will commence by 10:30.
Potluck brunch to follow at the Pine Tree Market.

Mist Trail Repair: July 10th - November 2nd
The Lower Mist Trail - from the John Muir Trail (JMT) junction (just uphill from the Vernal Fall Footbridge) to the top of Vernal Fall - will be closed M-TH between 7:00am and 3:30pm from 7/10/23 – 11/2/23 (subject to change). The trail will remain open Fridays and on weekends. It is expected to be open overnight, however there may be certain days when trail crew is not able to make it safe to open overnight. In that case, the gates will remain closed, and signs will be posted at the two closure gates that the trail is closed.
Hikers and backpackers headed to Little Yosemite Valley, Half Dome, and points beyond from the trailhead at Happy Isles may hike uphill on the Mist Trail if they reach the Mist Trail/JMT junction by 7:00am, Monday through Thursday. Otherwise, they must hike the JMT and use the “Winter Route” due to the Ice Cut closure. The Winter Route goes up the JMT to Clark Point, down to the Silver Apron junction, and up the Nevada Falls foot trail to the Nevada bathrooms.

Yosemite Roads Update
Big Oak Flat Road (Highway 120 West) Reopened
As of this morning, June 9, Big Oak Flat Road, the continuation of Highway 120 in the park, has reopened providing access to Yosemite National Park & Valley from the northern entrance of Yosemite. This is important news for businesses and communities on the Highway 120 corridor and in towns such as Buck Meadows & Groveland.
Motorists should expect brief delays as road work continues. Highway 120 was closed between Merced Grove and the park boundary due to a significant crack in the road caused by the embankment below shifting 15 feet downslope following this winter and spring’s significant precipitation.
Mariposa Grove Road and Shuttle Operations Are Open
Also as of this morning, June 9, Mariposa Grove Road has reopened and shuttle service between the parking area of Mariposa Grove and the lower grove has restarted. Mariposa Grove Road is open only to shuttles and vehicles displaying disability placards.
Vehicle access to Mariposa Grove had been closed later into the year than normal due to the significant precipitation the region received this winter and spring which caused severe damage to Mariposa Grove Road.
Update on Tioga Road (Highway 120 east) and Glacier Point Road
Yosemite’s two high elevation roads, Tioga Road and Glacier Point Road, remain closed due to the significant snowpack.
Road Crews are making great progress clearing snow and YMCTB’s best guess is that both roads will be open in the first two weeks of July. National Park Service crews continue to make significant progress to clear Tioga Pass and are being aided by warm weather melting off snow. Outside of the park, Caltrans is working to clear Highway 120 east to the park entrance near Lee Vining and are around 1.5 miles from the park’s eastern gate.
As more roads in the park reopen, please encourage visitors to drive carefully where road crews may be present. Road work continues on Highway 120 and on Highway 41 where one-way traffic controls are still in place. Additionally, rivers and creeks in and out of Yosemite National Park continue to flow high, cold and fast and are unsafe to enter.

Mariposa Grove Shuttle Bus Running Again
The shuttle buses began this morning (June 9), running from the Welcome Center near the South Gate entrance to the Park up to the welcome area at the Grove. They will run from 8am to 7pm, with the last bus leaving the Grove at 8 pm. They will run approximately every 15 minutes.

Yosemite Valley Machine Pile Burning
June 7 - Yosemite Fire will be conducting machine pile burning operations along Southside Drive in Yosemite Valley this Thursday and Friday. This is part of the Valley Forest Restoration Project where small trees and dead and downed material is being removed to facilitate regular prescribed fire, encourage black oak regeneration, expand meadowlands, improve wildlife habitat, and enhance cultural landscapes.
During burning operations, a section of the Valley Loop Trail will be closed from just west of El Capitan Crossover near Cathedral Rocks heading east until the Four Mile Trail junction (Units YV-11 & YV-16). Smoke will be seen in some parts of the Valley, and there will be occasional single lane closures on Southside Drive.
